"I made the above recommendation because I was of opinion that

it would be undesirable for the Head of this Department to be

engaged at a fire when his presence might be required elsewhere

to meet an emergency: or to issue instructions in a case of ·

difficulty or doubt

My opinion remains the same, and I have therefore to suggest

that I be relieved of any immediate responsibility in connection

with actual fires, and that a Second Assistant' Superintendent

of the Fire Brigade be appointed. ”.
